Street Lighting Districts

Street Lighting District assessments are used to pay for the electric and maintenance costs of the street lights and poles.

The following Street Light Districts are currently being administered by the City:

  • Lighting Maintenance District 2014-01 – Residential Street Lighting

    The Lighting Maintenance District (LMD) 2014-01 provides funding for the operation and maintenance of residential street lighting in certain residential subdivisions. These street lighting services are funded in part through an assessment collected on the annual property tax bill.

  • CFD No. 2014-01

    CFD No. 2014-01 was formed in March 2014 to fund the ongoing maintenance of public landscaping and operation of street lights.  Property owners within district boundaries fund the cost of the services that are provided to their development.

    Street Lighting Services
    Maintaining, servicing and operating street lights and appurtenant improvements. Fundable costs may include, but are not limited to: (i) contracting costs for street light maintenance, (ii) salaries and benefits of City staff, if the City directly provides street light maintenance services, (iii) utility expenses and the expense related to equipment, apparatus, and supplies related to these services and authorized by the Act, (iv) City administrative and overhead costs associated with providing such services for the CFD, and (v) lifecycle costs associated with the repair and replacement of facilities.

    These Services are in addition to those provided in the territory within the CFD prior to the establishment of the CFD and such Services will not supplant services already available within the CFD.

  • Zone C – Arterial Street & Intersection Lighting

    The Zone C program provides funding for the on-going cost of arterial street lighting and intersection lighting services.  All properties in the City, with the exception of those properties located within the Edgemont Community Services District, are subject to this tax.

  • CFD No. 87-1 (TownGate)

    CFD No. 87-1 was formed to finance a portion of the public facilities related to the TownGate Development. The CFD is bounded on the north by State Route 60, on the west by Day Street, on the south by Eucalyptus Avenue, and on the east by Frederick Street.

  • CFD No. 87-1 (TownGate), IA1

    CFD No. 87-1, Improvement Area No.1, was formed in 1992 to finance costs to construct, purchase, modify, expand, improve, and rehabilitate public facilities within the CFD.

Need to Report a Street Light Outage?

Please call 951.413.3470, email streetlights@moval.org, or submit a Street Light Repair Request and we will forward your request to the appropriate party. 

To assist us in determining which street light is out, please provide the unique pole number when submitting the request.  Each street light has a tag with the pole number either at eye level or at the base of the pole.

Edgemont CSD
Street lights within the Edgemont Community Services District (ECSD) service area can be reported by calling 951.653.5120.  The ECSD service area is generally the western city boundary at Alessandro Blvd. to Cottonwood Ave to Frederick St. with an additional area west of Day St., north of Cottonwood Ave. to the northern city boundary.
